Scoring rules that never change

• The approved formula and weights are used exactly as written, never altered or simplified.
• A bidder is scored only when its certificate is valid and every required figure was read without mismatch.
• Any other bidder is carried forward with the review reason instead of a score — no figure is estimated.
• A bidder is marked OK only with a calculated score and no review reason; missing key inputs show “—”.
• Every summary closes by requiring the evaluation committee to review and confirm final ICV scores.
